Three months have past with no arrests and now the FBI is involved placing Scarlet on top ten most wanted list. The homicide detective on the case tells the mayor, cops and the FBI that no one wants to arrest Scarlet because they want her dead so she cannot be on the witness stand and testify against the dirty cops. Meanwhile Scarlet arranges a flashmob and is planning to show up so she can stand up for the people who have stood up for her. Series writer Brian Michael Bendis and artist Alex Maleev create a layered tale of Scarlet by providing multiple points of views between the mayor’s office and the FBI and between Scarlet and her friend Brandon. Next issue ends Act I of Scarlet as the flashmob and police with the riot gear face-off with one another as just as Scarlet shows up adding fuel to the fire.
