The revelation the Maker of the City is Reed Richards would have been a surprise if his plot was not unveiled within Ultimate Comics Fallout. The first six issues was a very decompressed story style by Jonathan Hickman where the villains take over half of Europe and the helpless heroes are on the ropes.
